Subject: RE: Two Colorado Open Records Act requests

Ms. Bailey,

The attached response is insufficient.

  1. It is not permissible to classify an entire document as exempt from disclosure when most of the document is not related to “specialized details of security arrangements.”  Please provide to us today a redacted copy of the Boulder County Election Security Plan.

  1. The treatise on security plans offered in the second paragraph is incorrect.  Professional security experts the world over have rejected the notion that a secret security arrangement is secure.  The county is being deceived into accepting as true a fact that is known to be false.

  1. Will you please e-mail or FAX me a copy of Exhibit B of the county contract with Hart InterCivic?

Thank you.
