Schooler stands up for secret ballots
Dean Schooler was the principal plaintiff in the October 25, 2004 lawsuit against Linda Salas and Donetta Davidson to protect the secret ballot - District Court Case #2004CV1281.

Dear John,
From the screen page you sent me earlier, we know that the option to use secret ballots is real and that using the option requires no programming.
We also know that the contract approved by the Boulder County Commissioners includes this option.
We also know the cost of printing secret ballots with a perforated removable stub to be an additional $3,500 for the primary election.
We also know that the Hart InterCivic system purchased by Boulder County includes the feature of printing all unique identifiers on a perforated, removable stub and that Colorado statutes and election laws cover ballots with removable stubs. In order to accomplish this, we know, from the screen page you sent me earlier, that Hart InterCivic needs only to select a couple of option switches on a setup screen.
I have been told that the final decision in this matter resides with the Secretary of State. Boulder County has not yet started ballot printing and the Clerk has until May 25, 2006 to make her decision.
I am pleading with you and Secretary of State to require Boulder County to provide anonymous ballots which make it impossible to associate a voter and his/her vote once the ballot is cast.
