Perhaps I should have said copy of the “experiment design”. I am following up on news reported by Peter Blake on May 13th that, “The Postal Service is working with all the counties in the state, said Doty, to make sure ballots are delivered. Wheeler said the Postal Service will report to the Colorado County Clerks Association June 9 on the Arapahoe County experiment.”

I believe that you are misinformed.
First, we can find nowhere where the legislature has authorized unsolicited absentee ballot application mailings. No have we found such in the election rules. There has been no public hearing as to the risk and benefits of such a procedure. We consider this practice to be illegal or at best extra-legal.
Second, providing blank absentee ballot applications in public places and the Internet is not a problem. This is convenient. These applications are not associated with specific voter information. Sending an unsolicited absentee ballot application along with the name and address of a person who election officials consider to be an eligible voter is a problem. It tempts the recipient, or a “dumpster diver” to steal the identity and make use of this information to cheat.
Third, absentee voting is not secure. It has never been demonstrated that the attempts by election officials to prevent ineligible voters from voting by absentee ballot are secure. There is no way for election officials to guarantee absentee ballot voters with a private voting place where they are protected from intimidation and electioneering.
As a policy, Colorado election officials should not be promoting absentee voting. That is not to say that absentee voting should be eliminated. Management of its use should be more secure.
I would be happy to meet with you to provide details of our concerns.

The following news report says that Arapahoe County is planning to mail unsolicited absentee ballot applications.
This is a sever security breach and will surely spoil the upcoming Primary election.
We can find no place in the election rules that authorizes the mailing of unsolicited absentee ballot applications.
Only mischief could result from this decision. It is well understood that registration roles are inaccurate. It is also well understood that voting by mail is one of the least secure voting methods.
To encourage the use of absentee voting is not in the best interests of the public’s need for trustworthy elections.
We ask that you rescind Arapahoe County’s plan to mail unsolicited absentee ballot applications.

Clerk and Recorder's Office working with Postal Service to ensure ballots get to voters Littleton, Colo. - In partnership with the United States Postal Service, the Arapahoe County Clerk and Recorder's Office will be mailing absentee ballot applications to all active, eligible voters on May 11. "We have been meeting with the Postal Service over the past few months and are excited about the partnership we have formed," said Nancy Doty, Arapahoe County Clerk and Recorder. "We want to provide the best possible service for all election mailings." The Postal Service and the Clerk's office has been working to obtain complete addresses and it is imperative for each voter to check their address and to complete the address change form if necessary. The U.S. Postal web site at www.usps.gov will validate and provide the full mailing address to include the zip code and plus four add-on. If a voter does not have access to the web site, they may call 1-800-ASK-USPS (1-800-275-8777). An informational letter explaining the three different ways to vote in the upcoming elections is included with the absentee ballot applications. Voters wishing to vote by absentee in the Primary and/or General Elections must fill out the applications and return it to the Clerk's Office. The Office is expecting between 90,000 and 120,000 voters to vote by absentee in the General Election. Ballots will be mailed after July 10 for the Primary Election and after Oct. 10for the General Election. Even if a voter has applied for absentee ballots in previous years, they must re-submit an application for 2006. Only voters who are registered as Republicans or Democrats are eligible to vote in the Primary Election. In addition to absentee voting, voters are able to cast ballots at early vote and precinct polling places. Anyone with questions regarding the Primary or General Elections may visit the Clerk's web site at www.co.arapahoe.co.us/Departments/CR/Elections or call 303-795-4511.
