Addison's Landing

Population:
Approximately 20,000. Note: Located underwater in the lake is an alien race that
can only live underwater. There were approximately 1,000 that came through to live on
Earth, but are not a part of the population total. Their existence is unknown to all
but a few.
Racial Breakdown:
Humans: 85%
D-Bees: 15%
Note: The aliens (Shillion) are not calculated because only a handful of the leaders know
about them!
Education and Literacy:
Humans: 80% Literate, 50% High School education, 20% Masters Degree equivalent.
D-Bees: 60% Literate, 20% High School education, 10% Masters Degree equivalent.
Note: All of the aliens have greater knowledge than those with Masters Degree
equivalents.
Relations:
Coalition: They don't even know of their existence yet(perfect) and would probably see
them as no threat whatsoever(suckers) until they began to grow in size and become
recognized.
Out-of-Towners: Individual reactions will vary, but they are generally welcomed if they
obey the law.
D-Bees: Welcome as long as they also abide by the law.
Magic/Psionics: Viewed with suspicion, but is not against the law.
Other Places: None. They produce their own food and have all they need, but would be
willing to ally themselves with a good source of weapons and other trade goods.
General Technology Level:
With the alien technology they could be considered a major power, but because they are
just starting to build it won't be for quite some time before they are a major power.
Without the alien technology they would be just below a small time Northern Gun. The
technology is described in a later section covering this alien race called the
Shillion. They do not provide any type of bionic reconstruction. Their area of
specialty is in any type of cybernetic implant. The "standard issue" for those
enlisted in the military is discussed below in the Military section.
Future Expansion:
They will obviously begin to expand in the future. They will begin to
build more in the way of underground buildings, protection, etc. and possibly expand
outside of their underground haven. While in the process of doing this, they will also
try to contact others in hopes of becoming allies, if not for protection(if needed), then
for trade. If they did have a trade agreement with someone worthwhile and reliable, as
far as weapons go, they would only trade any of their hand held weapons listed below and
possibly some of the systems on the Elite Guards power armor; but not any of the
alien technology! They do not want to give away all of their secrets.
History
As it is known, Lake Tahoe was a big vacation spot before the rifts came. When the rifts
did come all was destroyed except for very little human life. Around 100 P.A. a man by
the name of Addison Markham began to build Havoc Enterprises. He wanted to have it
located in a secluded and secret place so nothing would bother him. He had heard of the
Coalition and didn't want any part of them. It wasn't his way.
He situated himself in a place he calls Echo Summit(because he found a sign saying
that was the name of it). Echo Summit is less than 5 miles south of "the lake" as Addison
calls it. Its elevation is approximately 7300ft. (2226.5 m) give or take. He decided to build
his home inside this mountain because it seemed to be a safe place and because it had
already been inhabited some time before. He thinks the government of old had something
to do with it. He didn't remodel all of this by himself. He had amassed quite a gathering of
humans and D-bee's over many years before he found this spot. They helped him build
what was to be the future home for all of them.
One thing that surprised Addison was when he was contacted by beings not of the
Earth. He found out that they were an alien race that came through a rift at the bottom of
the lake itself. They came to an understanding that only Addison knows and decided to
help him build his home in ways that most of the others did not know about. The rest as
they say is history.
Government
Ruled by a council of 10 with Addison being the head of the council. His title is Governor
because his way of leadership is through a democracy, not dictatorship. All citizens are
allowed to vote and have a say in matters. This council makes all the important government
decisions, passes laws, oversees the military and other affairs. Most operations are open
to the public, except for military operations which are top secret and on a need to know
basis only. Any citizen can become a council member if over the age of 30 and meets the
requirements of a council member. The elected officials are a mixture of O.C.C.'s. One is a
wilderness scout, two are scholars, two are scientists, and the rest are a mixture of military
O.C.C.'s. Of course Addison is a combination of a Robot Combat Pilot and a CS Technical
Officer O.C.C.
Military
The enlisted personnel consist of the elite forces, heavy infantry, and light infantry. The
militia are the available citizens that can come to the citys aid if need be. The military
uses their own weapons and armor as listed in the Weapons and Armor sections.
Elite Forces: 200 personnel(use the CS Military Specialist O.C.C.). 150 use the
HE-01A power armor and 50 use the HE-01S power armor. The 150 can use
the PR-120, the 50 can use the SLR-3A, and all 200 can use the IPP-18.
They average 6th level.
Heavy Infantry: 1500 personnel(use the CS Grunt O.C.C.). They use the HE-P9
light power armor, the ALR-4G, PP-12, and 1 in 15 use the HPC -25. They
average 4th level.
Light Infantry: 2500 personnel(use the Wilderness Scout O.C.C.). They use the
HE-1 heavy & HE-3 medium body armor, SLR-3A, and LP-1. They average
3rd level.
Militia: 6000 personnel(use the Vagabond O.C.C.). They use the HE-5 light body
armor, SLR-3A, and LP-1. They average 2nd level.
Note: All enlisted pilots are required to have three specific cybernetic implants to be
able to pilot the power armor to its fullest potential. A universal headjack & ear implant that
allows you to power up the suit, a fingerjack that allows them to use the weapons, and
amplified hearing to help with receiving the information from the computer system. These
three implants are very rarely used in conjunction with each other making it difficult for
someone to use any of Havoc Enterprises armor.
The three types of power armor used for the military forces are attuned to each
pilots own unique brainwaves due to a computer chip located in the helmet. The chip
senses the pilots brain patterns via the headjack making it difficult for just anybody to
come along and pilot the armor.
Defenses
Besides the military, Addison's Landing has one major defense. This technology has
been provided to them by the aliens. It is an array of 8 static field generators buried in
different locations around Echo Summit to form an octagon. These generators operate
exactly like the electromagnetic projectors on the HE-00P, HE-01A, and HE-01S power
armor. The one main difference is that they don't only shutdown any external device,
but also any power armor, robots, land vehicles, air vehicles, etc! Any type of device
needing power to operate will be shutdown as if the it were actually powered down!
The range on this defense system is a 2 mile radius sphere around the mountain.
This EM Projection can go through any earth substance. So nothing can come from
underneath, above or around the area to attack Addison's Landing. These generators
each face away from the city within so their systems would not be shutdown(That
would be very bad). The EM Projectors are not always active. When the leaders feel
they are being threatened they power up the field generators. The only way to be
protected from this(at least for now) is if you are sheilded by any of the armor or
vehicles that Havoc Enterprises has built with the alien metal! This system is definitely
a much more powerful version than the power armor EMP.
Power Sources
The entire city is powered by two natural sources of energy. Solar energy and
hydroelectricity. About 500 meters up stream from the underground lake is a small dam
that was built to harness this hydroelectric power which is used as the primary source
of energy for the city. Built in various locations on the mountain are solar panels that
traps the Suns energy. The panels are camouflaged, but if looked for carefully, they can
be spotted very easily from the ground. This solar power is used for non-vital systems
in case of someone finding out what their purpose is and disabling them.
Places of Interest
School: There is only one for all ages. It is broken up into quarters: elementary, high
school, college, and more advanced areas of learning.
Military Compound: It is located around the top of the city just underneath the landing
pad. There are the basic buildings: barracks, mess hall, gym, a small px
(store for those who don't know), training areas, hangers, and all of the other
essential buildings necessary.
Police HQ's: The police force, which is part of the military, uses S.D.C.tm
weapons unless otherwise needed. There is about 50 on the force. They have about the same
duties as the police of today. There really isn't much in the way of trouble. An occasional
fight might break out, but it is quickly contained and the offenders spend a night in
the jail. That usually helps them see their mistake.
Medical Clinic: Owned by Havoc Enterprises. Treatment is free to all citizens with only a
small fee to non-citizens. They do have the capabilities to install and remove
cybernetics and bionics. They do not have the same ability with M.O.M. implants
or any of the Juicer technology. Patient recovery is very good and the clinic has a
good staff and is clean.
Bars & Restaurants: There are two bar/restaurants in the city. They each have very good
diner type food along with different types of beverages all for a reasonable price.
Hotel: Only one. It isn't very big since they don't get too many visitors. About 30 rooms
that cost about 20 credits per room per night with one meal.
Theatre: This is to provide a little extra entertainment. They show about anything that
would be shown in a movie theatre today. Most of their collection is banned by the
Coalition States. It seats around 150 people and is free.
Repair Shop: Close to the weapons shop. Can modify and repair armor, vehicles, weapons,
and other equipment. It costs about list price since the parts are readily available.
Weapons Shop: Close to the repair shop. Sells mostly what Havoc Enterprises
manufactures for a price close to the price of a similar weapon in the RiftsR
book. Sometimes has weapons found in the RiftsR book, but sells for about
25% more than list price because they are more rare here.
Basic Housing: Mainly apartments for most of the citizens. They pay rent to Havoc
Enterprises, but it is very minimal. Only the few (around 1000) live in something
the size of a 3 bedroom house including Addison himself.
Entrance into the City
Access to the city besides on foot can be by small vehicle on two dirt roads that lead to
the different sets of large doors on the mountain, or by aircraft with V.T.O.L. capabilities.
There is a landing pad on top of the mountain that Havoc Enterprises is built in. The
entrances into the complex consist of the two large doors metioned above, 15ft (4.5 m)
wide by 20ft (6 m) high, that open like the old, medieval doors to a castle located in two
different areas of the mountain. There are also small man-sized doors built into these
larger doors. One other way in is by an underground river that flows through this mountain
providing an underground lake. The bad thing about it is to enter by this route you will be
underwater from the time you begin at Lake Tahoe ("the lake") until reaching the
underground lake. No one knows where the river begins...
Landscape
The surrounding area (about 5 to 10 mile radius) is covered in forest. There are two small
rivers that run west to east and north to south within 3 miles of Echo Summit. The city
doesn't get too much trouble from surrounding life other than an occasional wandering
demon or monster, but they handle that with ease. There are also a few low mountains
that surround Echo Summit with many small creeks and streams running through them.
Governor Addison Markham
Markham is a powerful and capable leader with a head for strategy and tactics
both in the military and political arenas. He is a quick thinker, resourceful, and
cunning. His keen mind and unrelenting nature makes him a formidable foe and
strong leader. He has brown hair with a few gray hairs scattered around his head
and has blue/green eyes. He leads the underground city and runs Havoc Enterprises.
All resources available are at his disposal. He was born in the area once known as
Yosemite National Park around circa 72 P.A. His childhood was very rough. His
father was killed when he was young and his mother left him to fend for himself when
he was eleven years of age. He eventually made his way north to the area called Echo
Summit. This is where he has made his home since that time.

(80 M.D.C.tm) When in combat or when needed he wears one of a kind power
armor. He has named it the HE-00P Chaos Inducer Power Armor. Both sets
of armor are colored the same, blue/green.
