Out-of-Towners: They are generally welcome as long as they obey the laws and don't cause trouble, but individual reactions will vary.
Magic and Psionics: Both are viewed with suspicion but are not against the law
D-Bees: Welcome, but they will get along easier if they look human.
The Coalition: There are mixed feelings about the Coalition - some are for joining and some against it. Also, some of those who want to join the CS some times harass d-bees and mutants or blame any problems or crimes that occur on them.

General Technology Level: Roughly equal to 1930's America and has very little industry except in the production of farm machinery.
Relations with Other Places: Riley has few relations with other places. What little it does have is usually trade or the export of grain.
Future Expansion: There will be little expansion in the future, save a few more farms and shops. Nothing major until around 105 P.A. At this time the ley lines to the north will once again become very active, rifting in many monsters and demons which the military will be hard pressed to handle on its own. At first they will try hiring small mercenary groups to help combat the monsters from the rifts but this will fail. Toward the end of 106 P.A., facing destruction at the hands of other worldly menaces, they will contact the CS for help and agree to become part of the Coalition. As of January 1, 107 P.A. they will become part of the Coalition state of Missouri, and troops will be dispatched to help patrol and kill anything that crawls out of the rifts.

History

Ft. Riley, KS, before the rifts came was a U.S. military base which had first began as a cavalry outpost in the 1800's. In 1999 the base was closed down due to military cut backs, but in 2005 it was reopened but served mainly as a storage base for military equipment. A large number of hardened underground bunkers were built to store the equipment and weapons. When the rifts came Ft. Riley was obliterated and surged with magic energy, as the base was built on top of one of the most magically active places in all of Kansas. For fifty years after the rifts appeared they continued to open and close spewing forth all manner of monster and demons as a result the area was avoided and the military equipment forgotten. Eventually the ley lines and rifts began to settle down only occasionally creating rifts, and allowing brave adventurers to enter the area.

Today, the Kingdom of Riley is a collection of small towns, villages, individual farms, and one city. They have banded together for mutual protection and created a government and military for the protection of all it towns. They have little in the way of industry and their main products are agricultural and artifacts from Ft. Riley which they occasionally sell. They were offered trail membership in the CS a few years back but they refused and remain fiercely independent. They are not a high tech kingdom but are doing reasonably well, and wish to remain a quite little kingdom of farmers and ranchers.

Government

The kingdom is run by an assembly of elected officials one from each of the towns (11) and eleven elected to represent the farmers and other people who live outside the main towns. Individually the officials have little power except in the towns which elected them. The assembly makes all the important government decisions, passes laws, oversees the military and other public offices. The Council was established in the hopes that it would prevent any one person from obtaining to much power and to prevent the kingdom from becoming a dictatorship. Most government operations are not secret and open to the public for review except the military, which has top secret data and operations which are on a need to know basis. The government has no secret agendas, but the military is trying to locate old equipment bunkers, and guards the the location of known ones. The military is also attempting to make the area around old Ft. Riley off limits to all personnel except the military. Any citizen over the age of 30 can run for public office in the town or village where he or she lives, but getting elected is another problem altogether. Mostly the council has focused on the military and other projects for the benefit for all its inhabitants. They have public schools, a college, a museum, library, water pumping stations, etc. The only facility they really lack (and could use) is a power plant. People generally complain about one or two of the elected officials but in general they seem to be happy with their government and its policies. A lot of the elected officials are scholars and scientists, but some are vagabonds (farmers) and even more exotic O.C.C.s, such as headhunters. Even one mystic presently sits on the council.

Riley's Armed Forces

The military uses some pre-rifts equipment but most of it is stuff that can be found on the market today. The military also has 8 "Stormer" main battle tanks, 33 Powell IFV's, 20 Sky Kings, and 200 dune buggies with M.D.C.tm armor (100) and dual L-20's mounted on the turret (these have been slightly modified - have a magazine capacity of 300 rounds and a range of 2400ft).
Elite Forces: 125 personnel (use CS Military Specialist O.C.C.) who use pre-rifts U.S. army body armor (same as Marine body armor in Underseas) and M-160 rifles and average 6th level.
Heavy Infantry: 1000 (use CS Grunt O.C.C.) personnel, use Bushman body armor and L-20 pulse rifles, and 1 in 10 carries a missile launcher They average 4th level.
Light Infantry: 2500 personnel (use Wilderness Scout O.C.C.), use Huntsman body armor and L-20 pulse rifles. They average 4th level.
Militia: 6000 personnel (use Vagabond O.C.C.), use Huntsman body armor and L-15 rifles (3d6 damage per shot, no bursts). They average 2nd level.

Places of Interest

This is for the main city of Riley (Troy). The other small towns and villages that make up the kingdom have little in the way of shops and other services since most are small farming communities.

Shops:

Garbon's Weapons: Located outside the walls of Troy, because M.D.tm weapons are illegal inside the city. Selection is limited and he has only a few hundred weapons in stock. They sell for about 30% above list price, and rarer weapons can sell for as much as 75% above. He also sells armor (usually Huntsman) and recharges e-clips at the same mark up rate as weapons.

Garbon's Repair Shop: Located next to his other shop. His staff can modify and repair armor, vehicles, weapons and other equipment, but cost is double list price and takes twice as long. His prices may seem extreme but as they say, he's the only game in town.

Public Huildings:

Police HQ's: Police force, uses s.d.c. weapons and equipment unless otherwise called for and are only deployed inside the walls of the city. They have only about 50 officers and most of their duties are the same as police today.

Assembly Hall: This is the government building were the council meets to discuss problems, and pass laws, access is restricted and anyone who is permitted to enter is searched and usually escorted by a guard.

Grain Elevators: These are huge storage buildings for grain, they are operated by the government and a total of ten are scattered throughout the city. They are the largest structures in the kingdom and can be seen from about 8-10 miles away.

Medical Clinic: This is a government sponsored hospital treatment is free for all citizens and only a small fee charged to non-citizens. They do not have the capabilities to install cybernetics, bionics, M.O.M. or Juicertm implants but can remove them (or at least try to). The hospital is clean and well staffed, and the recovery rate of patients is excellent.

Tax Office and Records Hall: Requests to access records needs approval from the government. Information on all the kingdom's citizens and public projects are kept here.

Schools: There are two schools, one is elementary and high school, and the other teaches courses in medicine and other pursuits, and has produced many scholars and scientist, but resources are limited.

Public Library: Contains around 1500 pre-rifts texts and quite a few post-rifts works, the library is free and anything you wish to read must be read at the library and may not be taken out.

Pump Stations: 12 of these are scattered throughout the kingdom and supply water to all the towns, they are not heavily fortified but are always guarded by at least a squad of soldiers.

Public Radio Station: Plays music (mostly old country tunes), but also has news broadcasts, and severe weather bulletins.

Troy Military Base: The bulk of the military and its equipment is located just outside the city walls. Access is restricted to the storage depot, and then only if you have the proper paper work to reclaim your equipment, or to store it, which will be done at the guard posts at the entrance to the city. They also monitor the air traffic around the city for thirty miles and have a small airport facility and control tower.

Storage Depot: This building is outside the city walls, and used to store prohibited items brought by visitors. Prices are about 50cr a week for a 64 cubic foot space (a 4x4x4 block), or is based on the size of the object to be stored. Vehicles can be parked for free. Security is top notch and items are rarely stolen or turn up missing because it is located inside the Troy military base.

Shelter, Nourishment, and Entertainment

Troy Hotel: Rooms average around 100cr a night plus a free meal, they have a small bar and restaurant on the first floor. They also offer laundry services but little else is available.

Gaspbar Hotel: This is a small hotel, rooms are 50cr per night and no services are available (you got a room - what else you want for 50cr?)

Blue Sky Movie Theatre: Has one movie screen and sits around 200. Three movies are shown every night and costs 10cr per movie. The types of movies vary depending on what the can get. The theatre will buy movies from anyone if they are not ones that are already in the theatre's posession.

Performa Theatre: Puts on a play once a week during the spring and summer in the park if the weather is good. Admission is free.

Restaurants: There are about a half dozen small diner type establishments which serve good food at reasonable prices.

Bars: Most bars are quite little places were people can sip a few beers and then go home, they are usually pretty quite, with the exception of the one listed below.

Gout's: This drinking establishment is outside the walls of the city, and for good reason. It is patronized by wilderness scouts and other adventurers and has a reputation as a rough place, mostly because of the wilderness scouts with to much money and to much booze. Gout's is also a good place to meet other adventurers and find out the latest news about the outside world.

Odd Places

There are no odd places in the city itself but there are many in the ruins just north of the city.

The ruins of Ft. Riley are off limits and regularly patrolled by the military.

The ruins of Manhattan are 8 miles further north from Ft. Riley and are not off limits. It is, however, the site of a ley line nexus created by three ley lines converging on the top of hill that was just south of what was once the Kansas State University. A few artifacts may be found but nothing of a military nature, mostly books or other such things.

Ways In and Out

Access to the city of Troy is limited to three roads which lead into the city, and these are guarded by the army. The chances of smuggling anything larger than a pistol are slim but smaller items can be smuggled in about 60% of the time. The kingdom maintains a series of gravel roads which connect all the towns they are kept in good condition, but travel during the winter is limited because snow usually drifts over the roads causing travel difficulties. They have a small airfield which is capable of handling anything with V.T.O.L. capabilities (nothing that requires a runway). The smaller towns rely on a small military detachment and militia personnel for security, therefore smuggling items is relatively easy.

What's "Outside" the City:

Not much, other than the base and the establishments mentioned above there are a few houses and other small businesses which cater to travelers and adventurers.

Landscape:

To the west and south is mostly flat or rolling hills with few trees or remarkable terrain features. It is inhabited mostly by farmers and ranchers. North and east are hills covered with sparse forests many small creeks and streams and a few lakes. Few people live here because it is not as suitable for farming, but there are a few dairies, fisheries, and logging camps.
