Q: Can I apply for medical, food assistance and child care too? :::::::::::

A:
The Spokane Tribe determines eligibility for TANF benefits only, however, if you are in need of other services, we can use this application and submit it to the State on your behalf. In some instances, a State financial worker at our site can see you!

Q: When will my benefits begin?

A:
If you are eligible for cash assistance, your benefits start on the date we get all the information to determine you are eligible. 

Q: What is expected of me once I am on TANF? :::::::::::

A:
The Spokane Tribe wants to see you succeed! You will meet with your Case Worker to develop an Individual Success Plan. Your Success Plan will be your road map to success. You and your case worker will carefully determine what the next step towards your  success should be. Then you just follow your Plan.

The goal of the Spokane Tribe of Indians Temporary Assistance Program is to promote and support tribal children and their families in reaching their full potential, becoming healthy, productive and self-sufficient. As much as possible, the Spokane Tribe of Indian Temporary Assistance to Needy Families will be offered in a way that:

  • Protects and benefits Tribal children
  • Respects and preserves the culture, values and traditions of the Spokane Tribe of Indians; and
  • Gives families access as well as input into the full range of programs and services
  • Promote self-esteem, independence and self-sufficiency

The TANF Program will assist families to obtain needed services such as but not limited to: family preservation, education, both basic adult and GED completion, vocational training, job readiness training, work experience and on the job training, chemical dependency treatment, child care and mental health counseling, and other identified resources to met the needs of the person.

For TANF eligibility to exist all of the following factors of eligibility must be met and documented.

INFORMATION NEEDED Prior to TANF eligibility determination

IDENTIFICATION
Have a Birth certificate, driver's license, immigration papers, passport, adoption papers, military papers, or a tribal identification card. Must be able to verify a child's relationship to his/her mother and father, providing the mother or father is in the home.

TRIBAL AFFILIATION
Tribal identification, BIA issued Certificate Degree of Indian Blood. At least one member of the household must be verified.

SOCIAL SECURITY NUMBER
Social Security card or application receipt, tax statement, pay stub, etc. Proof of application for newborn children.

GUARDIANSHIP/CUSTODY PAPERS
Children Protective Services document, Indian Child Welfare document, Tribal, State, or Federal/Court document. This is needed for caretaker/caretaker relative cases.

ELIGIBLE CHILD IN HOUSEHOLD
A child must be under age 18 or under age 19 and maintaining satisfactory attendance in school full-time and not a TANF applicant themselves. If a child age 18 or older has already met the requirements to finish the educational program, the child is no longer eligible for TANF.

PROOF OF PREGNANCY
Proof of pregnancy from the doctor or clinic.

PROOF OF RESIDENCY
PO Box is not acceptable. Statement from landlord, rental agreement, mortgage papers, utility bill, or tax statement etc.

EARNINGS
Pay stubs, tax returns, self-employment records, anticipated earning statement from employer etc.

OTHER INCOME
Copy of check, bank statement showing direct deposit, award letter, divorce decree, loan agreement or contract statement from source of income.

INDIVIDUAL SUCCESS PLAN
Before a client leaves the interview, they must have an Individual Success Plan.

WORK RESPONSIBILITIES

All adult family members will be engaged in a work activity or preparing for work activity while in the Spokane Tribal TANF Program.

Single parent family will be required to work a minimum of 20 hours a week

Two-parent household the total family participation will be 30 hours.

Teen parents who do not have a high school diploma or GED will be required to attend high school or GED classes.



All adult TANF members receiving Tribal TANF income assistance will be required to participate in work requirements and/or employment barrier removal activities.

The Tribal TANF customer information is confidential. We will restrict the use and disclosure of information about individual families receiving services.

The Spokane Tribe of Indians Tribal TANF Program service area covers the following Eastern Washington Counties below:

  • Stevens County
  • Lincoln County
  • Spokane County
  • Whitman County
  • Adams County
  • Pend Orielle County

 ::  ELIGIBILITY ::

1. Family must include a dependent child the age of 18 or younger or a pregnant woman in her second trimester.

2. Family must reside in the defined service area and include a member of a Federally Recognized Tribe and provide proof of enrollment and residence

3. A dependent child 16,17, or 18 years old must be in school full time for that child to be eligible for the family cash assistance.

4. Minor pregnant unmarried women or unmarried teen parent must be living in a tribally accepted home.

The applicant must be physically present within the Spokane Tribal TANF Service Area and must be living in the Tribes TANF Program service area voluntarily. Residence must be verified
a utility statement/lease agreement in the name of applicant or a collateral contract.  Children are considered residents of the service area if their parent/caretaker is a resident.

Lorrie Flett, Personnel Director, responsible for recommending changes to Council for improvement of the Personnel Policies.  Responsible for overseeing the Personnel Department, which includes supervising the personnel staff, planning for annual operating needs (staffing, equipment, monitoring the budget etc..)  Assist program managers in developing job descriptions, reviewing job announcements, and responsible for administering the broad band pay system for the tribe. Answers policy questions and monitors employee grievances. Represents Personnel in termination's, hearings and meetings with council.
Susan Smith-Herman, Employee Benefits Specialist, responsible for employee benefits including medical, dental, life insurance, 401k pension, worker’s compensation insurance, and unemployment. Serves as principal contact for benefits for the Tribe, assists tribal enterprises with benefit needs. Provides employees information and assistance regarding benefits, processes enrollment forms to activate benefits, monitors invoices, processes claims, assists the Personnel Director plan, develop, communicate and administer employee benefits.
